Bill Bannear is a trusted strategist and facilitator, specialising in large-scale transformation through consortia and coalitions. He brings together government, industry, and community partners to tackle complex system challenges—structuring collaboration, building momentum, and driving meaningful change. 

Bill has led hundreds of design and innovation projects across public policy, intelligence, environmental sustainability, energy transition and digital transformation. His strength lies in quickly navigating complexity to unlock actionable direction—making him a sought-after partner for high-stakes initiatives requiring alignment and impact at scale. 

Between 2018 and 2023, Bill served as Managing Director of ThinkPlace Singapore, where he led citizen deliberation initiatives, co-designed new service models, and introduced innovative engagement methods for the Singapore Government, including shaping the ‘Alliance for Action’ model during the COVID-19 response. He also facilitated Singapore’s national Open Innovation Platform, guiding over 100 public-private partnerships. 

Known for his inclusive and pragmatic style, Bill creates trusted environments where senior leaders and communities align around shared futures. He draws on human-centred design, anthro-complexity, and systems thinking to create lasting impact. 

He holds a Bachelor of Economics and a Bachelor of Asian Studies from the Australian National University.
