Sian Rinaldi is an experienced strategic advisor and change leader with deep expertise in navigating complex, unstructured environments across the Australian Public Service. With over 15 years’ experience, Sian brings a strong capability in workforce development, technical writing, training design, and stakeholder engagement—underpinned by a pragmatic, human-centred design approach. 

She excels in translating ambiguity into clarity, applying analytical thinking and creative insight to deliver accessible, outcome-focused solutions. Sian’s ability to connect across all levels of government enables her to build trust, embed change, and deliver sustainable results in even the most bureaucratic settings. Her holistic, empathetic approach makes her a trusted partner in operationalising change and improving service delivery outcomes. 

Sian’s recent experience includes leading the design and delivery of a new risk-based, intelligence-led regulatory framework; driving a range of diversity and inclusion initiatives in the aged care sector; and leading the change and adoption technology program. Across these initiatives, Sian applied a strategic, user-centred approach to deliver practical, scalable solutions that align with organisational goals and improve operational performance. 

Sian holds an MBA, a Master of Human Resource Management, and a Bachelor of Communications. She is a certified PRINCE2 practitioner, a graduate of the Australian Institute of Company Directors, and an ACS Certified Professional.
